Vacancy Announcement: Executive Director CVCBD

Would you be interested in leading a non-profit organization charged with providing community services in an urban environment?  Then please consider the Charles Village Community Benefits District, located in Baltimore, MD.  This position is available due to the retirement of our long-term Executive Director who will remain on board for a period of time to assist with this transition.

The mission of the organization emphasizes promotion of the mix of residential and business communities and deliverance of Safety and Sanitation services through two separate programs. You will provide leadership in the areas of service delivery, strategic direction, and financial management, and will manage a staff of 16 to 20 full- and part-time employees, both exempt and non-exempt. You will need to enjoy working productively with the community and being guided by and reporting to the Board of Directors. This assures that the provided services are accessible, of high quality, and the appropriate response to the needs of the community residents and businesses.

As the organization’s Executive Director, you will be responsible for compliance with the mandate of the state and city enabling legislation. The organization is guided by a service mission and a set of by-laws. You will work with the Board of Directors, attend their monthly meetings, and work closely with the governance committee in writing, reviewing, and updating the Board’s manual as well as assisting in the implementation of the Board’s development activities.

The E.D.’s responsibilities are related to the functioning of the organization and its programmatic operations.  The successful candidate will have extensive prior experience with financial management and preparation of an annual budget in conjunction with a Finance Committee and will perform day to day budget management of a non-profit organization and /or government agency. The E.D. will provide monthly financial reports to the Board of Directors and prepare the annual financial plan and submit it to the city’s Board of Estimates.

This position requires exceptional fundraising capabilities and excellent social skills to interact with a diverse residential and business community. The E.D. prepares and submits grant proposals to foundations and funding sources, monitors funded programs, and reports back to the Board.  The E.D. maintains and submits financial documentation required for the annual audit.

Regarding program management and community outreach, the E.D. works with the Board’s Program Committee and Finance Committee in preparing, designing, and budgeting a mix of program services based on the mission of the organization, as stated in the city and state enabling legislation, and from member community organizations input. The E.D. represents the organization in the community, in the media, and keeps amicable relations with the community organizations and the residents whom the organization services. The E.D. reports on these and other assigned tasks to the full Board.

In terms of human resource management, the E.D. recruits, selects, supervises, and reviews performance of the staff and maintains personnel files in compliance with applicable laws. The E.D. supports and monitors the staff’s professional growth and development and assures the staff has the necessary tools and training to successfully meet their goals.

The successful candidate will possess substantial and successful experience in non-profit management. A Master’s degree in Social Services or related fields would be preferred.  The incumbent will be required to be a resident of Baltimore City or be willing to relocate within 3 months of the hire date.

The E.D. is a permanent, full time staff position. The salary is competitive with other non-profit organizations of similar size and mission and will also be commensurate with the individual’s professional experience and related credentials. The position is available for hire within a month.
