The meeting was called to order at 7:05 pm with a quorum present.
Approval of the Agenda: A motion to approve the agenda was unanimously approved.
Approval of the Minutes: A motion to approve the minutes subject to minor corrections being made was unanimously approved. The changes are: Jay Orr was present at the January meeting. In the February minutes, the reference to “Goldseker” on the second page should be Johns Hopkins University. These changes will be made.
Action Items
A Resolution
regarding committee assignments was unanimously approved.
A Resolution of the appointment of Delores Sanchez was unanimously
approved.
A Resolution to
approve the by-laws-was made-a motion to call the question was passed by a vote
of 8-3. The board consented to
authorizing Mr. Hill to investigate whether the CVCBDMA could afford to have a parliamentarian
review the by-laws.
Discussion items
Proposed staffing
pattern and program design for FY 09.
Mr. Griffin said that the proposal is likely to generate a lot of
discussion. A
motion to hold a special meeting to discuss this matter was approved. A special meeting will be held on March 18.
4% cap item- Mary
Pat Clarke has introduced a bill (a clarifying amendment) in the City Council
to apply the homestead cap to the benefits district tax. She
handed out the bill. Lower case is old, UPPER case is new. With
cap, tax revenues for the CVCBD would be about $63,000 less. Without the cap, the CVCBD would receive
approximately $610,000. The CVCBD received $441,000 in tax revenue this past
budget year.
Committee reports
Finance Committee- no report
Executive Committee-acting as personnel committee, the committee evaluated Joey Fair and Katie Beltz. The morale is very good. The committee received many positive comments, which have been shared with David Hill along with recommendations for improvement. Mr. Griffin will send to board members a form to evaluate Mr. Hill’s performance.
Governance committee- Those Board members who have not done conflict of interest forms were identified. There was a brief report on the recent retreat.
Safety and Sanitation- The staff proposal was discussed, but due to lack of quorum they have not been able to take any action.
Communications and Outreach- The use of “Greater Charles Village” in certain publications was questioned; “Charles Village” is preferred.
Public comment: Salem Reiner-as member of board of Live Baltimore, advised us that constituent organizations need to update our neighborhood info on the Live Baltimore website.
Announcements:
Mary Pat Clarke-Robin was nominated to be on the Baltimore City Women’s Commission.
Dana Moore announced that the new COP that starts on 3/12 will meet at 26th and North Charles, Commissioner Bealefeld will be there as will Mary Pat Clarke, and others. They will walk around the neighborhood for an hour. There will be a reception at the CVCBD courtesy of Donna’s and JHU. –Walkers will meet at this time over the next four Wednesdays.
CVCA general membership meeting is March 26 at 7pm. There will be updates on Census building and SBER building and Youth Works regarding summer jobs. It’s a community pot luck party.
A JHU neighborhood fund provides grant opportunity. The project needs to be near JHU campus and needs to serve the community. Applicants need a 501©3 and a JHU employee sponsor. Live Baltimore is sponsoring a housing fair for BRAC people who are relocating. Bus tours will be done of neighborhoods. On Saturday April 12 is the day of the tour so keep an eye out and wave if you see buses going through the neighborhood.
May 31 is the Charles Village parade.
