Call to Order:
The meeting was called to order with a quorum present at 7:05 p.m.
Introductions:
Mr. Griffin welcomed two new board members: Terence Dickson and Bowen Nelson, members of the Old Goucher Business Alliance. They were sworn in by Denise McCready, a Clerk of the Circuit Court for Baltimore City.
Agenda
The agenda was approved by unanimous consent.
Minutes:
Minutes of the March 2009 board meeting were approved as amended by unanimous consent. Minutes of the March 2009 closed meeting were approved by unanimous consent.
Executive Director’s report:
The CVCBDMA received $35,500 in surtax revenues from the City. The remaining tax proceeds are expected to be received on time. Two videos about the Benefits District sanitation workers are now on the website and YouTube. Uniforms for CVCBDMA workers are expected this week. The significant increase in bulk trash pick-ups is the result of the clean team using a more aggressive approach to collecting bulk trash rather than an increase in bulk trash.
Committee reports:
Finance committee
Jeff Millard reviewed the profit and loss statement. The CVCBD’s finances are within the budget. Mr. Millard moved and Rob Books seconded a motion to approve a resolution that the budget for fiscal year 2010 be $684,860. The motion was approved unanimously. Mr. Millard then moved to approve a resolution that the surtax rate remains 12 cents per $100 of assessed value. Mr. Glaze seconded the motion and the resolution was approved unanimously.
Executive Committee
Ron Griffin reported that during the March meeting committee members discussed the then upcoming public meeting and the reauthorization process in general.
Governance Committee
Jeff Millard reported that the committee met last week to review Ms. Trohan’s comments to the draft by laws. Questions were collected and have been submitted to her for a response.
Program Committee
Rob Books reported that the Mayor’s Spring cleanup is Saturday, April 18th. The cleanup will be followed by a cookout at 27th and Maryland Avenue. There will be a presentation on the City’s proposed 1 Plus 1 trash collection schedule on May 6th at Barclay Recreation Center from 6-8 pm. Members discussed what impact the City’s proposal may have on multi-family houses.
Public Comment
Mr. Gerwirtz asked for an updated board member list with qualifications. He also wanted to know the status of his inquiry about lids for recycling containers. Mr. Hill said they will be available on May 6 at the May 6th meeting represented above.
The Old Goucher House Tour is April 26th. The Old Goucher Business Alliance will have a networking meeting on April 29th at 5-7 p.m. at Terra Café.
The storm drain posting will be on April 25th. Those interested in participating will meet at 2 pm in front of St. Philips and James.
May 27th is the CVCA’s next general membership meeting at the Margaret Brent Middle School. The focus of the meeting will be how to help the ready the school for September.
Walt Glaze said that the weekend of April 25th is also the JHU spring fair and Harwood’s fair. JHU is going to buy the lot at 32nd and St. Paul Street.
A motion to adjourn was approved by unanimous consent at 7:43 p.m.
